Raja Gembul merupakan kumpulan cerita pendek untuk anak-anak. Sebagian besar cerita dalam buku ini pernah dimuat di majalah anak-anak Putera Puteri pada tahun 1960-1963. Cerita-cerita tersebut kemudian diterbitkan dalam satu buku berjudul Komponis Ketjil dan Cerita-cerita Lain oleh penerbit NV Nusantara pada tahun 1963. Buku ini terbit untuk melengkapi buku anak-anak karya Soesilo Toer seperti Komponis Kecil, Indra Tualang si Doktor Kopi dan Nasib Seorang Penebang Kayu untuk memperkaya khazanah sastra anak yang saat ini masih minim. Masa anak-anak merupakan waktu yang tepat untuk menanamkan budaya membaca. Budaya membaca sejak dini dapat meningkatkan konsentrasi, daya tangkap, penalaran dan kreativitas anak. Melalui buku ini, Soesilo Toer mengajak pembaca berpetualang melalui kisah-kisahnya yang imajinatif. Kisah-kisah tersebut diceritakan dengan bahasa yang sederhana dan mudah dipahami oleh anak-anak. Di setiap kisah terdapat nilai-nilai moral yang dapat dipetik agar anak-anak tidak hanya terhibur oleh kisah yang diceritakan, namun juga menjadi pribadi yang baik.
